Reagents are really irritating because they're stupid rare and for some reason the devs haven't t fixed it. The best way to get them is to farm medallions and buy the rare resources pack.

board some outlaw small t1 ship near the windmills, to the east or mariana seiner in the north. Some shields dissasemble for reagents
There are also some ships than have batteries or other stuff to dissasemble
