Report a translation problem
To bypass the restriction and see blocked games, you need a VPN.
1. Close Steam and connect to a VPN server outside of germany.
2. Then launch Steam again and navigate to the "account details" page.
3. There you need to "update the payment method linkted to this account".
There you need to change your Country. While under VPN, connected to a different country, it will show you a second option beside "Germany", it will be the country from the VPN server.
Select the country and save the settings.
4. Now you should be able to see all the blocked games and DLCs.
However, it works only temporary, next time you start Steam it will be back to Germany.
But it should be enough to activate free DLCs.
I don't have the game, so I can't confirm that it works, but it usually do.
But to help a bit, you should go the route of the official Patreon to get access to all their games, without all the steam nonsense.
But as a german i feel ya. Censorship like in 1942 over here. Tiddies gets censored in games but nudity in real shows is okay? Makes no sense.

Oh, that is simply not true.
Steam has to use an identity verification service and only save the outcome of that service. They could even sell this feature. And by the way, they already collect e-mail adresses, mobile phone numbers as well as names and adresses for billing purposes.
Basically if you want to see 18+ on Steam or something, you can't since most services dont want to add ID verification to their service. Which sucks IMO
I thought the issue was already over but it seems that it still goes on.
Hopefully it will be solved ... within my lifetime.
Use Win+R to get the command console and enter "steam://install/2824300" (without the quotes)
When you press enter, it will install the DLC content.
We Germans need these ID codes for all free hidden content...

Sorry, but as far as I know that does not work.
Steam still checks for availability / permission for your region.
So for accounts set to Germany or China it will deny the access to the DLC even with that command.
