As for why, I ran into some issues with the Steam version when I changed my microphone & headset. The version from Screaming Bee seems to be a bit more reliable and seems to uninstall more cleanly.
As far as you queries:
1) Yes, if you buy it on Steam, it will appear in your "software" library and you will have access to it forever.
2) Within the program, there is an option to "get more voice packs". When you click on it it will take you to the Screaming Bee website where you can download and install additional voices. Offhand, I don't recall exact what voices come with the software, but you can tweak voices as desired.
3) The program sets up a "virtual microphone" driver that ties into your regular mic via a device settings in the software, allowing you to choose your physical devices. When you have the software running and speak, it will morph your voice. When the program is not running, your microphone will work as it always has. In other words, simply make sure the program is running while in-game, and use whatever software you usually use for communication, such as TeamSpeak, etc.
Hopefully, this addresses your questions. As I mentioned, I had some issues with the Steam version, and ended up getting a refund. I've had no such issues with the version I purchased directly from Screaming Bee.
