Movement Speed Bonus Should Be Implicit On All Boots
or maybe most if not all. It's ridiculous to pretend that it is not a must-have mod

I would say its a pretty important stat.... But being on boots by default, nope.

It's important enough that it shouldn't be left completely up to chance in the same sense that you expect armor to guarantee some base armor or evasion or something

Hard disagree. If it’s implicit on all boots and everyone has boots, then the stats does not matter and it’s easier to make every player just run faster by default.
Or mobs slower? Or maps shorter? By how much?
Narrow vision of game design you have.

Maybe they could add some kind of innovative mechanic where you can craft a mod onto items so otherwise awesome loot isn't bricked for missing one god stat. They could call it... the Crafting Bench.

Unfortunately the game is a 100% completed done deal and it's never going to get another update.

I remember when piety was the only content..... And crafting was much more of a random crap shoot, then what it became a multi layer, convoluted insanity that is in PoE. So you want that?

My IRL footwear certainly increases my IRL moving speed.

Making it implicit could be done in an interesting way. It probably will never be, though.

Your mistake was using IRL things to relate to a fantasy game. Because why cannot they incorporate an air/cushioning system in the footwear?
