your specs is good, mate.
1 change to vulkan and test.
2 lock frame target to (hard capped) 50fps(prevent 1% low) and test if visual flicker still exist.
3 if your amd driver up to date.
4 if im not wrong, 1440p may actually be better due to able to fully optimise use of rx 6700 xt, and if any reduce cpu load. (especially free up cpu for when map loading, generally cpu spikes.)
i'm on very low specs:
3600x ryzen
rx580
32gb ram
nvme
no crash/no tearing or any visual issue.
mainly fps drop but due to my own hardware gpu limitting factor.
(though i seen alot of top end nvidia crash and visual issues.)
do let us know if vulkan and hard lock frame helps.

POE 2 In-game symptoms were:
- CPU Latency seemed on @ 10 ms
- GPU Latency was 40ms, resulting in 25 FPS
- No matter what settings I changed, it was a constant 25 fps
I have an Intel 9900K and an Nvidia 4070 TI.
1. Used GPU-Z and noticed that bus speed was reported as PCI Express 3 x 1
2. This could have happened due to updating the BIOS.
3. Checked BIOS, which reported PCI Express 3 x 16
4. Unseated and re-seated the card
5. GPU-Z now reports PCI Express 3 x 16
Frame rate G-SYNC locked at 100 fps. It looks like a brand-new game!
NOTE: Do not follow random links to GPU-Z, as many scam sites exist. You can see the same result in the NVidia Control Panel after clicking on System Information.

i had rx580 50fps but last week 10fps.
i remove my pcie nvme slot n my gpu go back 50fps.
i think mobo and gen speed auto. so agree like u said. make sure gpu pcie speed is not hinder by any other pcie device/ or softwae lock.
true.. the game is so bad optimized, it does not matter what kind of PC you have..

Same thing, I usually play in 1080p for high settings, but the game was always locked at 30fps and had 30ms lag. I found if I changed the 1440p the frame rate would unlock and the game it's self became more stable. The graphics card lag dropped to 17ms also. All i had to do was change the resolution.
OS: Win 10
GPU: RTX 3070,
CPU: i7 10700k,
SSD: m.2 Samsung 970 EVO.
Mem: 64 GB RAM
RES: 1080p only, v-synched to 60FPS
I've gotten 2 act so far, and the caravan Town tanks my frame to 30-ish FPS. I don't think I've had this much of a performance issue in any other modern game. Looking at the latency chart, its definitely the GPU that is chugging.
I also get random lag spikes from larger groups of enemies in general, which I've not seen in other similar games like D4.
no, it matters. just certain specific chips example x3d and windows 11 have issue. windows 10 rarely have any problem.
another is i agree it is not fully optimize yet.
(but that part it's not about crashing or can't run the game etc but rather like 120fps but if they reduce effects optimize the game shall be able to run 250 fps.)
(that part is the one they haven't optimize like opening map takes 2-5secs time.) this is not our pc issue but the game i agree.

No matter if I give maximum or minimum settings, the game is still unplayable (min 20. max 40 frames). Any ideas? I've tried probably everything they state on the internet
Maybe wait for full release, game might be optimzed for more specs in a year.
