The NPC also gets new maps every level up you have.
Use these + the drops to unlock a few points and go for Waystone Quant and chance for Waystones to be a higher tier on the Atlas.
There are a tone of Videos as well on how to sustain Maps:

all ♥♥♥♥♥♥♥♥ as you say, got the atlas, juicing with towers, running all waystones rare - still cant sustain. dropping like anything from t1-9 while running t11, because i ran out of t12 though i am half way through t13s...
And I have all my atlas passive focused on rares and waystone. If even with tree specialized on waystone are that bad, what is the point of having a passive tree? Because its mandatory to have waystone passives on it, to MAYBE have your sustain to keep doing T15. The waystone are supposed to get easier when you have passives focused on getting them droped, not harder.
That's insane.
I know, the bosses helps a lot on getting the higher tiers, but those you have only one chance, and DO NOT show a lot on the atlas map.
I wish I could at least get some t14 and t13 to not get a far restart, but after all my t15 was gone, my highest maps was T11. And I didn't even reforged any of them and lost die in like 5% of previous t15 maps. So i got i really success rate o finishing them, and even that didn't guarantee my map sustain.
It definitely needs tuning.
Just try to do maps on level 79, and you good to go. In order to progress your atlas, do 79+ maps knowing that waystones drops will be bad.
I started doing +1 level maps (irradiated or corruption) with T14 maps, and +2 level maps with T13, and now T15 maps drops are much more healthy.
I'm saving the boss nodes now but there is no way a new player will realize this. Running out of waystones is no fun.
Right now I believe the safest way is to keep a buffer of keystones and boss nodes (especially two levels within of your target) if you intend to keep playing the endgame. The earlier you do this the better it is.
imho, they should just let Doryani sell maps based on highest tier you have cleared in the questline and not leave it entirely to RNG
The NPS sells unlimited T1s.
