There most likely won't be a gender choice or any customization outside of gear cosmetics. It requires additional models, animations, voice actors etc. etc.
To clarify: You can absolutely just use for example a Staff and only pick Sorc skills as a Merc. You will miss some minor bonuses the Sorc starting point on the passive tree gives, and you'll have to choose different ascensions (so you can't ever become Chronomancer unless you roll a sorc), but apart from that, you totally can play whatever you want as whoever you want.

But you can be a Monk and go INT build as a caster.
Druid and Templar are also coming and you can do the same with those two.
But I agree, I hate gender locking.
