but yeah most people wont use that many skills, maybe if you play some kind of hybrid class that uses both melee and ranged or someone with high amount of spirit using a lot of passive spirit skills, but other than that. I dont see many "Pure" weapon type classes using more.

i use 8 Skills at all times, None of them has cool downs for monk except 1.
and 1 passive. my build dont work if i take away those skills.
ah true.. i use a monk.. both ice and electric.. both close range, and long range.. so i use up 8 out of 9 slots lol.
Edit: googling the past couple days, I've come to the above answer. Merc ascendant for +3, or rings with +1. Otherwise, have to hope GGG makes some adjistments/balances

WDYM nobody uses more than three skills? Sure, a lot of you only use three skills, but we don't all play the same way. I'd like to have access to 20+ skills personally, but I feel like we really need more than 9 skill slots if we have 8 active skill hotkey slots and we're given enough spirit to use 2 or 3 passive skills without even getting a spirit bonus. I'm going to have a hard time building any character who doesn't need more skill slots.
My current main uses a bow and his primary skill rotation is Lightning Rod + Lightning Arrow. I have Voltaic Mark for clearing out thick groups of enemies, Conductivity curse for enemies with lightning resistance or just for boss fights, and Electrocuting Arrow as another support during boss fights. As a backup, I had Poisonburst Arrow (with armor stripping) and Vine Arrow, which have proven useful on plenty of occasions whenever stuff is weak to chaos damage, enemies with energy shield, trying to slow down enemies, breaking armor, etc. Vine Arrows are especially nice against Boulder Ants. And lastly, I put Escape Shot on middle-click because it's useful when enemies group around me or sometimes when an enemy is vulnerable to freezing and the chill meter is going up fast.
I would like to use the passive skills Herald of Thunder, Ghost Dance, and Lingering Illusion but due to spirit limitations I can only choose two of them at the current time. But even having two of them means one of the above skills must be removed, and now I have an empty hotkey slot which does nothing.
Literally unplayable.
