a lot of the support gems can be used for a lot of other skills too.
at the very bottom of that main window it displays "Show SUGGESTIONS" and on the bar where you select the skill to cut the gem for, at the bottom, is ALL GEMS... clicking on either and the world will open up for you
The game is offering you suggestions (mainly because those are the entrylevel boosters you might want as a new player) but people who have a bit more knowledge might want to pick a different gem because of some interaction with their other skills... the game can't account for that as it would mean you get millions of "if", "Then" options
But in a sense I don't blame GGG either for doing so...
With how many "this game is impossible, bosses are too hard" threads, as a dev, would you really not make the suggestions ticked by default and have new players be able to put hourglass (+40% damage, 10 second CD) on their signiature skills... could you imagine how many more "firing speed is so slow" threads we would get ?
having recommened on just shows what the game recommends (which sometimes is not even the best ones to use)
If you go to the ALL GEMS tab; then yes... if you untick the "show suggestions" then no
This is what I meant with the millions upon millions of combinations... I have Scattershot+Chain on my essence drain for example... neither of them are advised by the game and they don't directly increase essence drain's dps output... but I'm not using it for that; I use it as another dot for my contagion to spread and to detonate the impending doom augment on my frailty curse as doing so turns that curse into a virulent plague that caused whole mobpacks to explode in glorious Chaos-DoT agony
