Any lightning damage you take gets converted to cold damage instead, and you'll take cold damage.
It wouldn't make sense for it to be offensive, at all.
Take Merc for example.
Going down, you have an entire path that takes you to lightning nodes, on the right also lightning nodes. But no cold nodes. If that Merc chooses to play with a quarterstaff, there are good cold abilities. So you'd scale your damage using the lightning nodes.
I also think that shock gets converted to freeze. But it needs testing, it's kind of unclear.
Also, maybe there is a really cool weapon full of lightning damage, and you want its mods, but you also want to play cold damage. Having that ring will make that weapon really useful.
