How do you get power charges?

I am new to PoE and the game doesn't explain how you get power charges to use certain abilities. Can someone please explain? I don't know why something major like that isn't explained within the game, or maybe I missed something..

There's a few support gems that generate charges. Going to the "all gems" tab and searching "charge" at the bottom should help.
