it says it's kinda outdated, and POE 2 has evasion work on spells not just attacks (some not all, that's why acrobatics is soo good). that's already a buff from poe 1
The article is about POE 1. Quoting from it:
"The chance to evade an attack is based on the defender's evasion rating, though the actual chance to be hit by an attack also depends on the attacker's accuracy . Because chance to hit cannot be lower than 5%, chance to evade cannot exceed 95%."
If you level up and do not put points into evasion or upgrade gear, the number will go down, because by raising your level, you are raising the level the number is compared against.
If you go into lower level maps, the number will not change, but the monsters will be less accurate, so you will evade more.
