Evasion rating is consistently decreasing

Every lvl up I'm loosing 1% of my evasion rating even if I take passives like +5 dexterity or +12-20% to evasion rating (they do not compensate the loss), is it a bug or am I missing something?

I don't know why but yes, you also lose physical resist.

i assume you are losing 1% evasion chance not rating.
this is normal poe defences

if you ahve 1000 rating, that might be worth 20% chance at your level, when you level up, your 1000 rating will only provide 19% chance.

ratings have diminishing returns, and are less effective at higher levels, so you need to keep getting more of it
