So, for those who answered, thanks. I figured it out once I read the wiki LOL.
In PoE 2 my biggest challenge with the act 1 boss was finding enough frost resistance gear so he wasn't one shotting me.
I just read up on the changes to PoE1 and the removal of the difficulty levels there. You used to get res penalties between difficulty levels in PoE1 and this was the base of my assumptions that this was an egregious design choice by GGG in PoE2 especially. I haven't played PoE1 since 2020, so I'd assume I'd be befuddled by the changes to res penalties there too if I played it now. You live, you learn.
But the issue remains, finding the right gear (in game) for the purpose of combatting resistance penalties is a bit of a joke right now, IMHO. For example I haven't happened upon a lightning res ring through two acts. I thought the said purpose of PoE2 was to be a bit more for casuals.

it only means theat one act is more difficult then the one before, with an option on the palyer side to work against it.
most likely you alraedy have good res or dont need them at all. i went to act 3 cruel before i had to take res into serious consideration, it upgrade by itselfe as you gear upgrades while you progress
