Act 1 The King in the Mists Boss

Got problem after defeated he didnt drop "Gembloom Skull - Grants +30 Maximum Spirit" and now doesnt matter how many times im killing him got no reward. Any clue, bug or something?

i have the same problem and now i'm at the end of act 2 and still can't use spirit gem. I feel like it's not fair. I see so many people running around with arctic armor and i have to fight every boss without it.
