For some reason having both of them active makes lingering illusion no longer work. I have more than enough reserve spirit to spare
I poked around with this a bit by socketing different support gems into Lingering Illusion and checking the result, and it looks like this buff is creating an extra spirit reservation with spirit equal to the combined total of its socketed support gems. It seems like this is causing some mismatch about how much spirit is actually reserved, causing the ability not to trigger. It only happens with this buff AFAIK, and persists even if I cut a new spirit gem.

just cant make it proc myself. monsters can but i cannot
