Not enough spirit

Cast on Shock says it requires 60 spirit to use, I have 60 spirit available and nothing else is using spirit, but cast on shock says not enough spirit to cast. What am I missing?

Did you enable it?
Did you put a support gem in it also?

support gems for skills that use spirit will raise the amount of spirit required. That may be the problem you are running in to. You may have more than one gem that requires spirit, double check all that you have equipped

you also have to socket the spell you want to cast when shocked, its been showing not enough spirit, when it should be showing no supported spell

yeah checked that tried with no support gems.
