Rust King bugged

I was fighting the rust king and moved too far away from his rust obelisk spawn point. He just disappeared from the game, but the quest remains unfinished. I restarted the game but nothing re-spawns in that area, other areas re-spawn. The way forward is locked apparently until I finish this quest, so game over.

No, you can reset the instance. Press crtl+click on the waypoint in the waypoint map and then select "New" instance.
