Edit: this is in A2 cruel difficulty also. The game seems to think I still have it. Did you find a solution?
I've been able to complete quests bugged like that just by similarly completely undoing any progress and starting completely over, like the Red Vale quest.
So go to the waypoint like you normally would when you are in town to teleport. BUT instead of clicking on the map to teleport, hold Shift then click to teleport. This will open up a new window where you can create a new instance of the map.
