dont know of any free action rpgs that are not pay to win other than path of exile tbh
BUT if you mean can some one buy gear to become stronger? Not in game. But RMT ( real money transaction ) is rampant in the game, yes. I see ads for it everywhere and i don't even play the game. Your favorite streamer is probably doing rmt.
This game has like 40k+ bots in it 24/7. Currency is so cheap it's like 5 cents for a divine in HARDCORE. but then there's the people crafting gear that sell them for hundreds of dollars for mirror tier gear. saw as treamer with mirrors worth of gear and was new to the game and had no idea how to play but was doing well enough because he spent like $4k on items
and poe 1 is absolutely p2w
But it is the same type of not p2w but pay to enjoy as for example Star Wars the old republic.
You can technically play without spending money. But if you don't want to feel handicapped, you need to spend some bucks. (or some more bucks)
Nahnahnah nah let us be fair here. You highly misunderstand what Pay to Win LITERALLY means.
You can just ignore the small devil sitting on your shoulder to hard dozens of items and build gear in your stash. But you are not hindered in attribute or power cap by not spending money. it is just less enjoyable to play without spending. But that's still not P2W
What amazes me is how when Diablo 3 started with an RMT auction house people basically went nuts about it. Blizzard was forced to shut it down. And this game. This game has been thriving with RMT and no one, literally no one says a thing about it.
The only thing you can buy from GGG that is somewhat gameplay effecting are stash tabs.
Is paying to add inventory QoL P2W?
Is paying to look cooler P2W?
You'll have to decide for yourself.
Debating what is or isn't P2W is pointless because everyone defines the term differently.
