And I mean, you do already have 13 slots available for your skills, I don't see why we would need even more than that. And at least I personally very much prefer having the ability to swap your weapons without ever having to manually do so than to have to do it manually and have more skill slots. Not having to think about which weapons you have equipped is simply a pretty great feeling.
Hence the option.
Good mechanic and a lot of work went into it with passive swapping and all that, only to be a niche use.
