Just bad luck I guess? I'm waiting for a patch to even the odds... it's better than being frustrated.
Just playing a few other characters now until the new patch drops then will give mapping another go..
Given, I did die quite a lot and that definitely affected it, but after I fleshed out my build more and was blasting through the areas I was quickly flooded with waystone drops.
Now I am at a point where I dont even pick them up if they are below T14
The best way to improve waystone sustain is to use your highest waystones, preferably with as many modifiers as you can handle, on boss maps exclusively. Bosses can drop several waystones, and much more likely to be at or near your map tier it seems.
Even then, I used a corrupted T15 400%+ on an irradiated boss map the other day and I got dozens of waystones... but all of them except 1 were below T10. I got 1 T15 and a huge number of 1-5's. Bad luck, sure, but why is that even possible?
They did say they were improving this in the upcoming patch, so we'll see.
1. juice your maps up by using orbs on then to power them up as you can do comfortably.
2. make sure your atlas is configured correctly for waystone drops
3. Rush boss maps cause they drop more waystones in general
4. reforge lower tier maps if you are getting low.
5. Only use throw away maps on the towers.
Doing this I never had a map sustain issue.
But hopefully patch drops tommorow that addresses this anyway

Doing bosses and getting your boss Atlas tree up is extremely important once you hit T15. A nice juicy +4 difficulty boss usually drop 2 - 5 T15 maps, and you can get double spawns if you run the passive that creates a copy of a single rare (not used in the screenshot).
Be warned, though. The above Atlas setup can make maps EXTREMELY spooky at times, so you have to know what mods your build can actually handle. Especially on bosses (doing a 1000% waystone drop chance map won't help you much if you get one-tapped by a boss autoattack crit).

Waystone supply seems stable and I get more other kinds of loot. Not sure if I really like it tho.
Early mapping
1. Always buy maps from Doryani when you level up, this helps you supplement your map drops early while you do not have Atlas skill points and precursor tablets in play.
2. Always run your maps at least blue (magic) with both prefix and suffix
Important note:
Prefixes on maps have positive effects such as increased rarity or quantity of drops, however, suffixes are even more important even if they make a map more difficult they also significantly increase chance of waystones drops. You should find, which suffixes you can deal with and use those to your advantage, for example: if you are evasion-based character without armor, you can easily deal with suffix that increases armor break values.
3. Focus on Atlas skill points on increasing amount of waystones dropped and higher level of waystones when they drop. I also strongly suggest to go for increased chance to drop a precursor tables as these are crucial later to help you sustain maps.
Mid to late game
1. Run your maps rare--transmute, augment and regal every map. You should not have issue with these currencies and you should never run out.
2. Start utilizing Lost Towers and precursor tables - Irradiate effect is extremely useful as it allows you to use lower level maps to get higher level map drops, maps with bosses should ideally also be irradiated or corrupted to get most out of your boss kills. Bosses will be your best source of map progression from now on. Do not run bosses on maps without increased quantity of waystones dropped, ie. with several suffixes, if you can handle it as that massively increase their chance to drop maps.
3. Navigate to all nearby towers, clear them and use precursor tables - make sure you add both prefix and suffix to tables as these are positive effects. Try to hit maps with minimum amount of maps cleared, add tables to all available towers and then run rest of the maps. This will juice your maps as the tablet effects apply to all maps in range and can stack on a map from multiple towers.
4. If your character can handle Breach mechanic, try to get it as well. Breaches add huge amount of monsters, including rares, to your maps and will help you get currency, rare items and maps.
5. Progress your Atlas quest to get more skill points, I suggest you further focus on increasing your chance for maps to drop, increasing number of rare and magic monsters in maps, pack amount and pack size. You are trying to get as many monsters into a map, especially rares, to get more map drops.
