I'm over 270 hours intro game, and have 93lvl char, so let me be straight about it:
- Ofc i'm not standing in the circle - I just can't outrun the mob (or in that particular case because of map modifiers)
- For your knowledge - this blue hemisphere not only draining mana but also dealing lightning dps
- I have my 30% ms boots from 30-40 lvl into the game
- Unfortunately I don't have enough spirit to use blink so I can maneuver better
- My built not using this passive thing, but I have one friend of mine with this ♥♥♥♥ - 90% of his deaths in this game due to this ♥♥♥♥♥♥♥♥.
Saying that "you've met your counter" seems too much ignorant thing to say. Cause I don't even have a change to do anything (in this particular case with this boss) and other times with rare mobs all depends on the modifiers - if it will stack mana drain with this "shadowwalking" stuff (which mean I need to be in hand-to hand combat to kill it - I'm dead.
Seems pretty broken and unfair isn't it?
And again crying over deaths as itself - game is hard, rough and I like it. Except that one thing (and that we still don't have maps stash, lol)

But you have, in fact, met your counter.
Every character with mana meets their counter vs this.
Characters running MOM where their mana is their health pool has met their counter.
This is literally the hard counter to mana/MOM users.
The only tip to beating this is fight them inside the circle, only the ring drains. and blink/roll while clenching and hope you don't do it into the ring.

This boss is particularly easy to avoid its attacks through plain movement. The lightning is a bit more rough to deal with, but with someone of your skill (I would presume), it shouldn't be too hard.

POE logic is kill mob without visible range before it kills you before visible range.
If you see a mob charging at you and he hits you, you lost.
Game is praised for a good gameplay, but when you understand what stands behind it, game becomes average at best.
You can be right next to the mob and not get mana drained which is usually the best solution if theyre super fast.
Its really not that hard to deal with overall.
I put a bell down and roll away with my monk, hit the bell with a ranged attack called stormwave and stunlock the rare, if he isn't strong I just melee him, but sometimes they come with even more nasty mods so beware.
Step 1: Get as much move speed as possible.
Step 2: Also get blink.
Step 3: Use temporal stasis.
Step 4: Realize none of the previous even really matter.
Step 5: Hit your most powerful hotkey in the game, the "esc" key and log out to character screen. Select your minion focused character, log back in, step through the portal and continue playing as that.
Edit: In all seriousness, I am lucky that my wand is a volatile dead wand and I run/blink away as fast as possible and cast that heat seeking fireball over the trail of corpses I've left as I am running and just hope it kills the damn thing before it catches me.
