Death Storm is inactive (grayed out)

The Skeletal Storm Mage was working fine until I up graded it to level 18 skill. Now the Death Story is grayed out, the mages are there killing as always, but I can not activate the Death Storm. Occasionally it will go active for brief second, the gray again. There is no buildup for this attack, short cool down, but no loading of rage, etc.

Anyone else seeing this?

I did craft a level 14, the prior level of the skill, still a no go.

No the mages are active and there is not requirement for spirit. It is just a directed attack. Several others have posted, just an odd bug.

Found it. My skeletons were not dying, so no skeleton corpse for the storm to target. Boss fights we have more skeletal death so more chance for it to activate.
