How do I get a tier 3 support gem?

Specifically I want wildshards at tier 3 where it gives you 120% chance to split my fireball into 8.

Right now I only have one with a 20% chance. What am I missing here?

Close to end game there are tons of them. Keep on grinding, you'll start finding them.

I looked it up they exist apparently. And it’s part of a fireball build for sorc

There is no gem that gives 120%. Support gems don't have tiers, levels or quality. What you see is what you get.

Once you're in the later half of Cruel and get level 3 support gems that's it.

Oh ok fake information online. Then how do I increase my fireballs chance to split into multiple fireball and flood the whole room with fire?

ATM it happens every 6 or 7 casts of fireball, I’m trying to get it every cast

As has been pointed out, 120% doesn't exist, supports have no tiers, levels or quality. The support gem you have is the best it gets, which is 20%. Wherever you read 120% is just incorrect, if its fextralife wiki, that wiki is wrong and there is a reason why most people don't like fextralife. There was huge controversy with them viewbotting too on twitch for a very long time, also their wiki is widely innacurate most of the time in multiple games.

You don't. You can run scattershot for +2 projectiles, but the skill then deals 20% less damage and 20% less attack and cast speed.

Yep, the twitch player thing is no longer a thing though, they haven't streamed a single day since late 2023 when twitch put a stop to the embedded views (because if they did, it would show how much of a fraud they were).
