You should go test before assuming it does not ignite, skill even has ignite duration listed under artillery, and explosion does fire damage which ignites.
oh i see okay, yea well that is the issue for me i think ballista damage should gather energy and valor towards the skills because when you try to scale ballista / totem damage your other ability damage usually suffers alot so its not the easiest to then gather energy or valor from other attacks.
It's been like that since the beginning of POE 1. There is nothing to fix, they were created for this exact reason.
Totems are proxy, they use your skills (that's why they gain "your" stats, it's because the ballista skills are your skills, but the totem is casting it instead of you), but they are a different creature than you (kind of like minions, except they are not minions), so they trigger stuff for themselves.
That's why when a totem uses a skill or support that generate charges, they get the charges, not you. It's the same for cast on ignite, if they were subject to it they would generate it for themselves. So if you had an effect that would say for example "your totem cast supported spells on ignite", then when the totem ignites, then they would trigger the effect themselves (not you).
This is a very important mechanic to understand when using totems because it allows certain builds to work that wouldn't otherwise.
