Build diversity is measured through build viability
Right now very few skill offer the tools to make viable build with the content the game has
Reason, you will be fighting half the server for the same exact items. Paying a fortune for mediocre items because they are highly contested.
Off meta build with all the best items can probably clear all the content better than a meta build with trash tier items for the same price.
Farm up a mountain of divs struggle free with the off meta build, then you can reroll something meta later.

I don't know what to play though, in softcore i played spear and crossbow. So I want different weapon build this time.
Depends. If you wipe screens before you can even see whats happening - thats op.
If you can comfortably fight enemies without completely skipping their mechanics - thats viable.
Top 5, includes the best (op or otherwise) as every ranking titled "top 5" would.
So top most used builds aren't top most powerful builds. Nice logic there.
