Report a translation problem
For herald of thunder, you shock an enemy, then kill that enemy, and you get a buff, that cause a sort of AOE electric storm around the next two attacks you make. Repeat with multiple shocks and you can clear screens. It's why lightning arrow goes well with herald of thunder, or really any build that utilizes lightning damage

Its not activated. You have to activate it in that window.
Yup! Right click on the icon above the gem itself, and you'll see a swirl in the icon, that's how you know it's activated
Some supports will increase spirit cost, some supports do not, so keep an eye on that as well
