Btw poe 1 is still running, nobody forces you to play poe 2 right ?
I think he might mean the gem quality and jeweller orbs and how rare they are - getting those for your build is one of the more expensive "mandatory" upgrades unless you get lucky.
In PoE 1 they just level up and enough quality gems drop that you can vendor recipe all of your skill and support gems to level 20 and 20 % quality relatively quickly.
Since they level on their own, you always eventually reach level 20, too.
In PoE 2 you need level 20 uncut skill gems that only drop on map tiers that quite a few beginner builds simply cannot run, so you need to buy them to max them out.
You also don't get quality skill gems to vendor for gemcutter's prisms, so you either need to grind til you find them or, more likely, buy them once you get enough currency.
Same goes for jeweller's orbs. Low drop rates, my first dropped when my character was level 85.
Without them you simply cannot get a six-link and they're so rare that they go for as much currency as a lot of PoE 1 characters need for the entire equipment to be end-game viable, whereas in PoE 1 you have a bunch of decently quick ways to farm them and a bog-standard normal rarity or mediocre corrupted body armor with 6 links was relatively affordable.
I do believe this is on purpose, mind, just outlining the change.
If i recall in PoE 1 there is a vendor that sells you almost all the skill gems up to your current level in the library? Not every rng.
Poe2 is in early access, gem mechanics have a lot of room for evolution.
I hate leveling gems in PoE1. I hate the 9 gems you need to click to level up every 30 seconds. I hate that having a build that uses weapon swap causes you to lose money. And I especially hate running temple to double corrupt them.
Not saying PoE2's version is perfect. But I just don't like PoE1 system very much.
Yeah, I'm pretty sure most people end up simply buying the gems. At least I do. I know how to do it by hand but it's such a hassle that I'd rather play the league content I enjoy, accumulate the currency and buy the gems once they've become the biggest upgrade.
I usually just get them to 20/20 and then corrupt them once if the 21/20 or 20/23 is expensive, then roll with that until I get enough for the BIS version.
Well, in POE 1 the gems are heavily dependant on the GEAR you have at that moment so they had to make the gems more flexible with fitting/removing and changing up your build as you went along.
while in POE 2 you are not constrained to your gear for gem progression as they are completely independent of your gear. This may be why gems have a much more solid/permanent upgrade scheme than they do in POE 1
PoE 1, however, I despise that skill system. It's the primary reason I can't stand that game.

You probably ran it but rewarded random item enchants back then.
