Cast on fire\freeze\shock need a rework
They were an OP at first, but after the nerf, they became completely useless. I made a cast on fire, to test how it'll work. I Don't expected much, even a single cast per 1-3 groups of common enemies will suffice. BUT I JUST GET 2-7% PER ENCOUNTER! That's INSANELY slow!
So what I came up with:
1. It should consider a skill power. Casting "Ice comet" and "Unearth" is not the same. There are strong skills that can eliminate a lot of enemies, they should have 1.25 energy weight (energy need to activate skill). And there are supporting or weak skills that used due their useful side effect or synergy they should have a 0.8 weight.
2. It should consider a skill level. - 0.5% of weight per level below 20, and + 0.5% per level above. not much, but useful.
3. it should have some base gain per second if you ignite/freeze/etc... at least 1 enemy. So even if you aren't igniting everyone all the time, you still get acceptable energy gain. Let's say it's 4 energy for a single enemy. and +1 for second and third. If cast time is 1 sec, then you cast every 25 sec even if you can only maintain fire on a single enemy, and every 16 sec if you can always ignite group of enemies.
4. Cap activations, let's say one activation per two seconds. So the problem with OP builds that abuse these skills is solved. Also add 3 charges, so some characters can burst their triple cast, but then they'll go 1 cast per 2 seconds. And others, if they can activate a bit faster than 2 seconds, they will can maintain that speed until charges despite their recovery rate run out.
5. Maybe add an optional restriction that only effects from specific skills count. + 20% energy gain if only one skill is chosen, and +10% energy gain for two skills, 0 for more. It will also useful when fireball conflicting with firewall, by summoning more raging spirits and dispelling previous ones, before they explode.
6. support gem: While you out of combat, energy is goes to specific level 60% at base (0-15) from quality, but energy gain is slowed by 20%. This gem will be useful for those who need to activate skill just once at start of combat. i.e. activate some curse.

Numbers aren't precise ofc.

It was never nerfed, it was incorrectly working before they fixed it.
Now it is not working at all. Now I have cast on minions death and exploding spirits from flame wall, at least this gives me 1 cast per 2-4 seconds. so it's enough for me to apply contagion on enemies. But sadly there is not a single alternative that doesn't abuse mechanics, and just works as supposed out of box neither too strong or too weak.
