I don't like all the complaining. But i too have not yet beaten arbiter. I don't know if its because my class is slow (titan), because i am slow, or maybe latency also matters. I would like it to be different. But i don't think it will be. Other people can do it. I cannot. I'll just accept that i am too old and slow for this.
Even though i myself fail to beat him, imo, what you say is the cheap way out.
It is designed to be beaten by having skill, lightning reflexes and making no mistakes.
Of course the faster you beat him, the less time there is to make mistakes.
Beating him in seconds just means you don't need any skill at all.
Its one of the reasons i played a non-broken build. I wanted to practice the bosses during this EA instead of one-shot them. All the other pinacle bosses i spend 5 minutes dodging attacks before i beat them. They are easy now regardless of how little damage i do. Just need patience. Im sure the same is true for arbitter if you get enough practice. But 4 divs per try is a bit expensive to get practice.

Even I had watched the video before,I am still unable to dodge his fire storm in time ,I play witch hunter btw,I may not fast as deadeye or pathfinder but I am pretty sure my character is not slow at all.
At best I can manage through 50% of his health by avoiding the fire storm phase.
The other bosses had more tries added.
And yes, arbiter "mechanics" are cheap and boring. It's like a bad minigame.
Sure, you can make a build where you nuke him. But if the solution to the mechanics is to avoid the mechanics, then it's bad design.
