Getting vk:queue:submit errordevicelost when trying to start the game

I reinstalled the game, made sure all drivers are up to date and also checked that all windows updates are installed, restarted PC, waited for the new patch but game just won't start. I am not able to get to settings to change anything. I also changed vulkan settings from nvidia controller.

You can change settings using the Poe2_Production_Config.ini file. It is located in the same folder as loot filters. The error is a vulkan error so switching the renderer device to directX11 should let you start the game.
