It probably needs a full redesign at that point, and if it is still intended for the item to be very strong then it needs to only drop from a higher tier Xesht, not +0.
OP's idea sounds very convoluted, but I do like the elemental scaling based on highest attribute part.
do the devs not play their own game?
test their own items ??
and see how overpowered it will turn out ???
