Yes the majority or uniques are worthless. You either buy a special stash tab for them to make a pretty collection, or you just scrap them all into chance orbs.
What i do is i have a quad tab priced at 5ex where i dump all the uniques i find. (and other stuff i think might be usefull)
If within minutes i get multiple messages, i look up what its really worth and reprice it.
If i get messages after like 15 mins or more, i just sell it for the 5 ex i listed it for.
End of the day, i rename it a 3ex tab.
End of next day, i rename it a 1ex tab.
End of that day, you scrap whats left and you rename the tab 5ex again so you have 3 tabs that everything cycles trough over 3 days.
If you are willing to spend the time, you could also see it by scrolling down the list of prices and see the abnormal jump in pricing.
I dont really consider this price fixing since it doesn't really alter the market price. Its just giving out false information hoping for people to fall for it. And its quite easy to recognize anyway.

there's a term being thrown around the internet these days and that's anchoring. if you're old, the idiom "first impressions, last". new players are literally being conditioned into thinking uniques = higher grade than rare.
in reality, unique was intended to be literal. they're suppose to change a mechanic or something about your build or class entirely or 'uniquely'. i wish all uniques could be like Chains of Command in POE 1 instead of Horns of Bynden in POE 2.
PoE2 has bigger issue with unique items compared to PoE1, most PoE2 uniques are either completely useless, leveling gear or broken for some builds. There are very few general purpose unique items anyone can put in their build if they want to. I hope GGG will adjust unique items, add new ones for end-game and does not solely focus on ultra rare chase items.
try +4 spell level wand. that is the priority stat spell caster need. hellm even a +5 would not be expensive for any non-lightining builds. cast speed is kinda a trap, it inflates your dps. if you are crit build just go for crit.
This is intentional so that rare items and crafting remain relevant throughout the game.
Most caster weapon uniques are leveling items, but GGG kinda forgot that the implicit skills scale with itemlevel and increase required level. This makes said items useless for leveling if they drop in a high level zone or map. Hopefully a fix will arrive eventually.
