citadel not connected to atlas

there is no connection... i looked between the mountains for hidden waypoint but nothing.
is there another citadel spawning somewhere or am i f....

First of all yes you will get multiple Citadels of the same type endlessly and there can be multiples on your end game map undone.

Secondly you should get close enough with a node to check whether you can do the Citadel or not. You also have Fog of War right next to the Citadel in that screenshot which may be hiding a connection (I can't remember if Citadels actually have connections or not, they may be like the Pinnacle Boss City where you just need to get close).

There is a connection through the second tower near it and going through the nodes above the citadel in a half a circle motion
