Culling strike seemingly not working?

I'm playing infernalist witch with lightning, and i put on the support shard on tempest. the ability that buffs my lightning spells. So they all get culling strike. I have both mana and health restore gems on arc so ideally i basically constantly get 12% mana and health regenerated. However it never seems to be active? theres no buff that shows up nothing.

Bug or am i missing something? I could really do with this mana and health restore.

If you mean Mana Tempest, you'll need to activate that skill (as in use it) and remain in its AOE effect to receive the effects associated with it.

Does it appear as a debuff on enemies?
Noticed on several builds that i can't see if culling strike is actually doing anything?

Ive noticed a lot of combinations that make sense dont work. Like Blasphemy with despair socketed, with impending doom, and decaying hex attached. You can socket them, but they never activate.

Yea thats what i'm doing. It just doesn't work. I'll hit someone and they'll be left on 5% health and dont insta die.

Just to clarify, cull happens before damage, so if the damage of the hit reduces it into range, you'll need to hit again (with something that culls).

Keeping that in mind and testing, i'm just not seeing any benefit. My mana regen seems to remain the same throughout
