It's weird, though. I played classic vanilla wow when it launched. And, while there did seem to be more "top tier" players (IE. doing fast clears). The average player was actually much worse than the average player from back during original vanilla wow. I think "gamer's" are just a lot more casual nowadays on average.
There's at least two reasons for why I believe that's the case. The first, is that every game nowadays has MTX to boost them, to help them suck less, or to straight up allow them to buy power. The second, is that there are just a lot more "gamers" now than there was 20 years ago. So, ofc, not as high a percent of them are going to be players that are actually good at the game, because they've spent time on it to get good.
Lets also not conflate pay to win RMTs from official shop such as stash tabs, which I would define as pay for quality of life features than pay to win, and RMTs from third party websites that sell players currency, gear or boosting services.
Elon Musk is not banned because you do not ban richest person in the world while you are also owned by chines company that is already on bad-boy list for other reasons. Simple as that. I would much prefer if GGG tries to solve RMTs in general and bun traders and bots exploiting their game for profit than ban Elon Musk who just makes fool out of himself for boasting about his "achievements."
D4 has this but on low level....
I agree there's a difference between the game having MTX and 3rd parties selling stuff for money. However, both are a product of poor game design.
I'm sure Elon could just buy the game again or make another account...even if they did ban his account.
In comparison POE2 has 4,588 full boosting services, 19,335 items, and 1,540 accounts which I find weird for an early access non-seasonal thing
technically he is now an employee of the U.S. tax payer so 'rent free' no longer applies. There is now a considerable cost attached to the zealotry.

You make an interesting point, maybe you should edit the first sentence to clarify that you are speaking about D4 / new season. Most trolls won't make it to the 2nd paragraph, where you make it clear.
And he could just make a new account and play that one. i think he can swing the $30
