My first few chars got loads of uniques, my new sorc hasn't found any and I'm on act3 already with her :(
You will have a hard time to observe effects of increased IR as you might be adding too small increments and you also have small sample size to compare it to. IR is still a multiplier on innate rarity for each monster and there are other modifiers in play as well so the effect of your IR is not as easy to distinguish from the other effects.
I can tell you, from my subjective experience, that putting around 30% IR on my gear during campaign made a significant difference in amount of rares I was getting. The situation in end-game, ie. mapping in Atlas, is a bit different since this is where other factors start creeping in. I now run 80%+ IR on gear and 20% IR from charm for rare/unique monster kills. I do not want to swap out of IR since I now have gear optimized with it. I would probably be able to get a bit more defense from my gear and spend some budget on offensive stats but I do not see much need for it.
