You can buy both the upgrade (for the difference in price) and the full pack for the full price (as a gift I suppose)
Do note that while you could upgrade through the ingame shop, people report that to not be offering regional pricing, so it would be 30 USD to upgrade vs buying it outright for 26.
Do not try to refund to buy a larger pack, at least not without approval from GGGs support, that can get your account in trouble.
So it's best to buy the 30$ on Steam or GGG store in PoE ? I'm planning to upgrade it, which one is the most convinient ? If i buy the PoE 2 from PoE 1 do i get the get linked to my Steam account ? Will buy the game but i'll rather start with the 30$ edition instead of the 100$ one in case i actually don't like the game.
...though I must admit, 15$ and 26$ does sound unusually cheap to me, which is why I would assume regional pricing, and I do not know if on their website and ingame they offer the same amount of regional pricing. So it is not impossible that upgrading might even be more expensive than just buying the pack on Steam, since usually the first pack costs 30$ and the second one 60$.

And like it was said before, don't try to refund any of the packs on Steam, that will get you banned since they have no automated way to take away your coins. and currently the support is way behind in answering support tickets, so it would take a long time to get it resolved.
