buy lord ogham pack after buying base pack
I bought the "early access supporter pack"(base pack - 15 usd), now i want to buy the next pack, the "Lord of Ogham supporter"(26 usd). My question is, if i already bought that first pack, why i have to pay the 26 usd instead of the difference between both? 11usd

You can purchase the PoE2 package upgrade within in-game shop in PoE1, not sure about PoE2 shop :lunar2019scowlingpig: Probably it's possible on the site as well but there are reports how people aren't getting their packages if purchased on the web site.

You can buy both the upgrade (for the difference in price) and the full pack for the full price (as a gift I suppose)
You can have both packs, that's not a problem, you'll get points for mtx accordingly, and a key to give away from the second pack, if you purchase them separately. Steam on their webstore just sell the packs as a whole.

Do note that while you could upgrade through the ingame shop, people report that to not be offering regional pricing, so it would be 30 USD to upgrade vs buying it outright for 26.

Do not try to refund to buy a larger pack, at least not without approval from GGGs support, that can get your account in trouble.

So it's best to buy the 30$ on Steam or GGG store in PoE ? I'm planning to upgrade it, which one is the most convinient ? If i buy the PoE 2 from PoE 1 do i get the get linked to my Steam account ? Will buy the game but i'll rather start with the 30$ edition instead of the 100$ one in case i actually don't like the game.

Just make sure to not try to buy it on Steam but either ingame (either PoE1 or PoE2) or on the PoE website, since only at these places the upgrade function exists, otherwise you pay double for the smaller supporter pack. Not to mention that Steam doesn't even has most of the supporter packs but only the first 3.

...though I must admit, 15$ and 26$ does sound unusually cheap to me, which is why I would assume regional pricing, and I do not know if on their website and ingame they offer the same amount of regional pricing. So it is not impossible that upgrading might even be more expensive than just buying the pack on Steam, since usually the first pack costs 30$ and the second one 60$.

but, for example, besides the price or regional price. If i bought the base pack, and now, i want to upgrade through steam.i buy the lord of ogham pack. without any discount. Is like i have bought the game twice?

Yes, kind of. Which means that you will get 300 more coins then when you would upgrade from the first supporter pack, but I think you won't be getting a new key.

And like it was said before, don't try to refund any of the packs on Steam, that will get you banned since they have no automated way to take away your coins. and currently the support is way behind in answering support tickets, so it would take a long time to get it resolved.
