Ingenuity Utility Belt with Unset Ring give one more skill slot?
Can Ingenuity Utility Belt increase/add skill slot from Unset Ring?

Important for monk bulid Flicker Strike and Decompose.
Weapon slot 1: Quarterstaff, weapon slot 2: Sceptres and Focus/Shield.
You teleport with Flicker Strike switch to weapon slot 2 - where you have Skeletal Cleric and Sacrifice skill.... You gas your opponents and teleport again via Flicker Strike.

So my question is whether Ingenuity Utility Belt can increase the slot by one, with one Unset Ring and Breach Ring?
