What does Breach Ring do exactly?

Just found one and it says "max quality is 50%"
What quality does it mean by that? Doesnt seem to affect anything else i have equipped

There are orbs that can add quality effects to rings (like for example +1% spell damage per quality). That breach ring has a quality of 50%, but you need to use a ring orb on it for it to work.

a normal ring can be increased by 20% maximum value
so if you find ring with 100 mana you can make it into 120mana by increasing the mana value by 20%

breach rings can be increased by maximum of 50%
so if you get high tier rolls on them you can scale them much higher then normal ring can

It mean you can go past the 20% boost on "normal" ring.
If you don't know how to boost quality on ring,then you don't need to worry about that yet.

I have no items that boost rings yet, is there like a specific level at which i unlock that, as a drop or maybe somewhere to buy? My current highest character is 80

You need to kill rare mobs in breaches to get catalysts, you'll also need to up the breach altas passive tree if you want chances to get some.
