Gemcutter's Prism, overwhelming disappointment and loss

is there a way to know if quality adds to a skill gem or does NOTHING before you use the prism? and why on earth do they let us use said prism on a gem if it does not have ANY affect at all? and a last question why does GGG hate us enuf to do something so heinous in the first place?
EDIT: the gem in question does in fact gain from prism's. It's just not showing up in the tool tips for me. others have shown that the tool tips are working on their end. I may have over reacted as many of us gamer's do in situations like this. I retract my inquiry into whether in fact GGG "hates us" and regret such an emotional response. please feel free to mock me below and hopefully they fix the tool tips in this regard.

Galvanic shards only benefits on multiples of 10%, so single gcps don't influence it. Pairs do.

[Galvanic Shards], [Ammunition], [Projectile], [Beam]. You can click on these tabs to see the details for each part of the skill.
Only the [Ammunition] part gains a bonus for having quality.
no, but i i press alt on other gems like exlosive shot it shows it. i added another prism to my GS and it did in fact add a 6th bolt to my clip so im actually glad as this is pretty useful. alt doesn't show the added bolt still.
