You might be confusing "chance to shock" with the 20% increased damage effect. If you want to increase the damage multiplier you need to increase the "shock magnitude".
Shockburst does
One thing that can be easily overlooked is that SR has the "Payoff" keyword. Skills with that keyword often consume/interact with some status effect (in this case shock and electrocute), but they cannot inflict that same status effect. You can see this if you open the detailed information for your SR skill gem (the arrow right of your skill gem). There it says "cannot inflict shock" in the projectiles tab.
This means that you need two skills for the combo: one to inflict shock, and SR itself. For the former, you can use GS. However, the chance to inflict shock with GS depends on the lightning damage it deals and any modifiers you have that would increase your chance to inflict shock.

Yes it does it's literally the build I am using and melting bosses in 4 seconds.
Try to understand how the skills interact with each other before insulting lol. The first poster told you how it works.
Get bow put it in the second weapon set and use that.
Also use Voltaic Mark first on bosses
Shockburst rounds are not supposed to shock but to attack already shocked targets.

While true the gem could be something like +120% to be more intuitive to understand for more people, I'm sure the developers are grateful to have worked hard to get such a nice response.
It's not that much thinking, but yes, a liiiiittttlle bit of reading and comprehension is needed.
Otherwise, just go follow someone else's build, if you really can't be bothered. But it's far, far better to just learn to understand what is being stated in the descriptions and see how they work together. When (if?) the penny drops, you will find it very easy to make choices for the skill gems and pairing them with useful (and appropriate) support gems.
Agree. It's not 'hard' to understand, but there is that minor hurdle of being able/willing 'to' understand.
