So... Jewels and modifiers

If i understand this correctly:
- item level on regular jewels does not matter at all right now? (at least not yet)

Checking list of possible modifiers (162 regular + 11 corrupted) - all have stated level 1 and have no tiers with increasing values.

Also:
- does red / green / blue have different weights for different modifiers or not really and they are all the same currently (so far i think i saw bow modifiers only on green ones but it can be just coincidence)?

Asking simply if i can recycle them x3 -> x1 at the reforging bench without worrying about ilev.
