And by ANYWHERE, it means that it could just drop AT ANY POINT.

You can try to chance it with orb of chance (and for every disenchanted unique items you obtain orb of chance shards, so you can farm it) if you are unwilling or can't trade for it, just make sure you are chancing the same armour base as your desired unique item. Chancing only works for global drops, you can't obtain boss-only uniques that way.

so her base would be evasive? just dex on the armour, maybe high item level?

more luck to find 3 than chancing one, wonder if this holds true

But itemlevel would be better and higher at high Tier maps?

Well, forget about chancing Queen of the Forest, since its base, Smuggler Coat, is drop disabled, so you'll never chance it. You need exactly same base type armor as your unique, just being dex armour doesn't cut it.
