Your Atlas, did you skill Waystone Quantity? Since the waystone quantity nodes, the nodes that give a chance for a waystone to drop a tier higher are both quite helpful.
What affects amount of Waystones is Waystone Drop Chance which is added to maps by adding negative effects to Waystones via suffixes, Delirium Emotions or via tower Tablets that give WDC.
The other thing that affects Waystone drops is the amount of stuff you get to kill. Breaches, Delirium, Increased Pack Size, More Magic Monsters, More Rare monsters and boss maps all contribute to the amount of drops you will get.
How people get loads of maps is by running something like this https://steamcommunity.com/sharedfiles/filedetails/?id=3402355343 and getting as many negative modifiers on maps as possible while running boss maps with high boss difficulty (you can only progress that Atlas tree once you get to T15 maps). A boss on a good 300 - 600% map will drop somewhere between 3 - 6 T15 Waystones. Pretty sure that a certain amount is actually guaranteed to drop, but I don't have the data for it.
If you can afford it you should start using Alchemy Orbs, Regals and Vaal Orbs on your maps at around T10 or so.
Also, note that the above Atlas build doesn't do anything if you don't juice your maps to have high Waystone Drop Chance to begin with. It's just a boost to already high drop chance maps. The Essence ring is just there because I like Essences (and maybe Essences add additional rares to maps idk). You can instead use the points on Pack Size or Higher Tier Waystones.
TL;DR: if you're not getting any Waystone drops you're running maps that are too easy and have too few monsters.
