you will only get the trash uniques untill there Rare are cheap
Most of the ones that you can find randomly on any map are common rarity unique items. Those might range from leveling uniques (low level items with one or two interesting stats that make leveling a new character a little easier) to fringe uniques (the stat on them can enable builds, but they're probably not mainstream or useful to all builds) and really, really rare chase uniques.
These chase uniques are dropping so rarely many players might never find one, but they're also immensely valuable and best in slots for many builds.
Chances are all you found so far was common stuff. You could see if they're good for a meta build and corrupt them if they rolled max or near max on the stat that build wants (because the corrupted versions with decent rolls can still be worth a good chunk of change), but generally you pick them up for the chance fragments.

Unique helmet in Act 1 I found had pretty much the same stats as the dup I found in Cruel Act 3.
Only the ones with weapon abilities, the others have a higher ilvl but don't really roll "better" if that ilvl is higher.
Hilariously this makes most of the leveling uniques worse, as a lvl 19 skill on a lvl 78 item level unique wand needs the requisite stats, which a level 10 character won't have.
Pretty sure that's an oversight, tbh.
Weapons with built-in abilities do level with the ilvl of the area. You can have a Life Sprig with a level 5 ability and one with a level 17 ability depending on where in the game it was dropped.
LOL, they are not lying. U just don't know enough about POE to comment.
They do scale depending on the area level. I have a lvl 5 lifesprig and a lvl 72 lifesprig.
these are random ... at least in campaign. too many level 6 uniques have dropped as level 80 character and associated areas . . . in end game they might or even do scale though . . this is an other story.
in end game people farm for waystones and orbs/currencies only. they literally leave all dropped gear alone, until players think it is about time to farm, upgrade and/or even to BUY/trade YELLOW rare gear.
alone in campaign, too many yellow rare gear drop. i need to sell them all to a NPC if collected. i need to return to base every 3~5th minute to clear up my inventory which is filled with yellow rare gear and stuff . . .
if this or that, doesnt matter, uniques ever been trash. in-game i have seen less than a handful of linked uniques with more than 8 mutators which are valueable and truly be used.
It's not random, it depends on whether or not the item has an ability on it.
A unique piece of armor that's level 5 will drop with a level 5 wear requirement regardless of whether you find it on level 5 or on level 50. The stats remain static.
On a wand, scepter or staff, however, the item comes with an ability you can use with it. That ability scales with the area level it's dropped in to make sure it's relevant (wouldn't want siphon mana to siphon 3 mana per second on a level 83 map, after all).
This causes unique weapons of that type to come with higher level requirements when dropped on higher area level maps.
