Reducing their armour by any amount will increase the physical damage they take.
Fully breaking it is usually worth while in my experience however.
Also you can keep their armour fully broken indefinitely, so long as you occasionally hit them with an armour break skill before the debuff wears off!
i want to avoid using high velocity rounds then because that will break the whole phase
The high velocity round IS a nice burst of damage, but I think you're right. I'm not expert, but I think the enemy just always having no armour leads to better damage than 1 large burst every so often. Though I'm sure you could totally make a one shot high velocity build or some shiz.
