Mostly for small and medium hits. To make armour useful either invest a lot of it, or invest none. If you invest a little it will be wasted completely.

Titan seems to be best for armour currently until they fix it. It's kinda bad even for titan.

According to some guy that tested, it's even worse than in POE1.

Technically, yes. I can breeze most enemies with stacked armour and elemental resists. Some bosses do so much damage with certain attacks that they hardly help though, but it can help avoid getting one-shot sometimes... just got to be quick with that health potion or have super fast Energy Shield Recharge.

Unlike poe1 they have this horrible threshold system in place. You need more and more armor to just get it to work on harder and harder hits (the monkey in act 3 is a good example of how ♥♥♥♥ of an idea this is). All those super high damage attacks(that every mob in end game is spamming none stop) will ignore all your armor unless you have some impossible high amount.
