Question on bleeding

How does the magnitude of bleeding work? I'm trying to make a snipe bleed build, but i need to have lacerate on my white mob clearing skill Rain of Arrows, so i basicly have no way to 100% proc bleed off of snipe, so i need to apply it with a much lower dmg ability first. If I snipe once the bleed is on, will the bleed suck because it was applied with a lower dmg ability first or does snipe overight it and it is now based off of it?
